The concept of a world rugby cup was first proposed many times in the mid-20th century. The International Rugby Board (IRFB) conducted a feasibility study of the concept in 1984. The tournament was first proposed in June 1983 by Australia. Two proposals were rejected by the IRFB, but the idea was revived in 1980.
